Elkhart Community Schools

The Problem: Elkhart Community Schools was found to have academic under-achievement and elevated rates of suspensions and expulsions of minority students is contributing to disproportionality in ECS. Another issue was a lack of consistency in proactively resolving student concerns with the usage of data.

Our Solutions

Virtuoso worked alongside Elkhart Community Schools to implement the following strategies:

  • Professional development trainings to develop staff knowledge and skill related to culturally responsive instruction and behavior management practices.
  • District-wide training on a systematic problem solving process to proactively address student academic and behavior concerns.

Our work with Elkhart Community Schools brought forth the following positive results:

  • District-wide adoption of Problem Solving process  that  is used prior students being referred for SPED testing.
  • Use of formative assessments to inform Tier 1 instructional practices and to  inform IEP goal setting  for all SPED students.
  • Reduction of disproportionate representation of African American students in SPED categories and in discipline outcomes

Metropolitan District of Warren Township

The Problem: Warren was cited for Disproportionality under Indicator 10 starting in  SY 09/10. Significant Disproportionality is defined as having a Risk Ratio of greater than 2.5.  

When Virtuoso began working with MSD Warren, the RR for African American students identified as Emotionally Disabled  was 2.82 and  the RR for White students identified as Emotionally was 3.01.

MSD Warren had the highest enrollment of ED students of all districts in Central Indiana. The ED category represents 17. 07% of  MSD Warren’s SPED population while  the state average is 1.29%.

State reviewers cited the following concerns after conducting a file review of ED students:

  • Insufficient pre-referral data or interventions for students
  • Lack of comprehensive, multidisciplinary evaluations of the students.
  • Reports focused on areas of academic concerns with very little  or no documentation of medical, social, or emotional histories/factors

Our Solutions

Our team worked with School Psychologists and Building Administrators to:

  • Define and quantify eligibility criteria
  • Understand cultural differences in the manifestation of behavior
  • Revise the district-wide Student Code of Conduct to align with a Culturally Responsive PBIS framework
  • Establish a more uniform process for intervention prior to referral for testing

As of SY 13/14, MSD Warren was no longer found to have significant disproportionality for Indicator 10 (Over-representation of ED students).

Caddo Parish Schools

The Problem: Corrective action sanctions were imposed by the State of Louisiana due to excessive use of punitive disciplinary practice. Another issue found was a mandate to revise their discipline practices.

Our Solutions

Our team provided intensive professional development trainings to all staff in the areas of:

  • Student engagement strategies
  • Effective classroom management
  • Writing effective behavior intervention plans
  • Managing non-compliant behavior

After the implementation of these trainings, Caddo Parish Schools saw:

  • Significant decreases in rates of out of school suspension in 1 year.
  • Green Oaks High school went from 43% to 26% of students receiving OSS
  • Huntington High school went from 51% to 31% of students receiving OSS

Our work with Perry Township warranted numerous positive outcomes. Here are a few:
